Hi, with the shifter cable coming out of the downtube and wrapping around the crank/bb shell, should that be a short piece of housing going from there into the chain stay or is the intent to run housing from shifter, through downtube and all the way to/through the chain stay? Any recommendations?

All of the housing on our frames is full run from the shifter to the derailleur.
